Creating remarkable content will get high quality inbound links if properly promoted. Unfortunately creating great content is a lot harder then spamming for links, which is why remarkable content is few and far between.
And also gives you an incentive to build your own link popularity.
I'd say it's certainly worth doing a lot of work to get one good link than spending a lot of time building useless links.
