A key ruling in the 1980's granted California citizens the freedom to produce porn without fear of being sued for prostitution, and the industry took off accordingly.

Vice and Sin laws are all misguided attempts to legislate morality. The smarter thing to do would be to make it legal and then tax it accordingly.
